When completing a Vermont Registration Application ( 424.7KB) you must indicate what type of transaction you need to register your vehicle --- a New Registration, a Transfer or a Renewal. The following is a brief explanation of the meaning of the three types of transactions:

NEW REGISTRATION (1st time Vermont registration):

• New plates are issued.
• May be a vehicle purchased in Vermont or out of state (in this situation you must complete the entire Vermont Registration Application ( 424.7KB) ---a Visual Verification Of Serial Number may be required). 
• Registration plates are assigned and mailed to you unless you indicate otherwise (such as Vanity plates).

TRANSFER OF REGISTRATION (For transfer of your Vermont registration from one vehicle to another:

• Complete the entire Vermont Registration Application ( 424.7KB).
• In "Section #1A" of the form enter the Plate number that you are transferring.
• You must send in your current Vermont Registration with the "Transfer Section" completed, or fill out "Section #6" of the Vermont Registration Application you are completing. 
• A change of legal ownership of the vehicle you are transferring from must occur before a transfer of registration will be allowed.

RENEWAL OF REGISTRATION (This is for renewal of your Vermont registration only):

• Normally you will receive a computer-printed renewal application in the mail. If you do not receive the computer-printed application it will be necessary for you to complete a Vermont Registration Application ( 424.7KB) and your renewal must be delivered to our main office in Montpelier (it cannot be processed at any of our satellite offices).
• When completing the Vermont Registration Application complete Sections 1 (and 1a and 1c if applicable), 2, 4 and 8
• Complete sections 3A-3D if renewing one of the following: Tractor, Truck (including pick-up truck), Agriculture Vehicle, Trailer, Motorcycle, Motor-Driven Cycle, Motorbus, Jitney or Rental Vehicle.
• In "Section #1A" of the form enter the plate number you are renewing.
