Inspection Station Bulletin 19-02
In Bulletin 19-01, we discussed the revised Vermont Periodic Inspection Manual (PIM) having been adopted under the Administrative Procedures Act Rules (Effective date: July 1, 2019) and the mailing of a copy to each Vermont Inspection Station. This bulletin introduces two amendments to the PIM.
Amendment 1: WHEELS AND TIRES
“Trailer” section, starting on page 110: Wheels and Tires were inadvertently omitted from the original print. As a result, the process has begun to add the following to the bottom of page 111, and you will be notified when it has been adopted.
Procedure: Examine tires. Refer to “Pleasure Car and Light Truck” section, pages 31-32.
Amendment 2: ON-BOARD DIAGNOSTICS (OBD II) TEST
This Legislative change is effective July 1, 2019.
Old Language (2013 Periodic Inspection Manual)
Model year 1996 and newer gasoline-powered vehicles having a GVWR of 8,500 pounds or less and model year 1997 and newer diesel-powered vehicles having a GVWR of 8,500 pounds or less.
New Language (Periodic Inspection Manual: Effective July 1, 2019)
Starting from the current calendar year, vehicles 16 model years old or less, having a GVWR of 8,500 pounds or less must be inspected for OBD. For example: from January 1, 2020, through December 31, 2020, vehicles that are model year 2005 or newer will need to be inspected for OBD.
*For purposes of determining which model year vehicles are subject to testing, vehicles with the same model year as the current calendar year will be considered one model year old.
