In Bulletin 19-01, we discussed the revised Vermont Periodic Inspection Manual (PIM) having been adopted under the Administrative Procedures Act Rules (Effective date: July 1, 2019) and the mailing of a copy to each Vermont Inspection Station. This bulletin introduces two amendments to the PIM.

Suspension Procedures: Official Inspection Stations

The designation by the Commissioner of an inspection station in Vermont may be rescinded for cause subject to the following procedures.
A motor vehicle inspector shall, after completion of an investigation, submit a report to the Chief Inspector for review. The Chief Inspector shall recommend, based on the facts presented in the investigation report, the following:

1. If there is sufficient cause to rescind the designation.

2. The time period the rescinding notice should remain in effect.

Rules Governing Appeals of Administrative Penalties Imposed on Licensed Inspection Stations/Mechanics

  1. Persons wishing to contest the imposition of an Administrative penalty must make a written request for a hearing postmarked within 15 days of the DMV administrative order imposing the penalty.
  2. Hearings will be conducted via telephone unless a personal appearance hearing is specifically requested, in either case the hearing will be conducted from Montpelier. Legal Counsel and/or a named individual, requested by the Petitioner to assist them at hearing, may appear in Montpelier even though the hearing is telephone hearing.

School Bus Inspection Program

Vermont School buses and school vehicles are also subjected to random inspections throughout the school year to further ensure the safe transportation of Vermont’s school students.
 

Inspection Mechanic Certification

  • Register on the AVIP website (make note of your assigned ID number).
    • On MECHANIC REGISTRATION tab

      • Fill in the fields with your information

      • Once completed and you hit submit, you will be issued with inspection mechanic number. 

    • After you have registered, click on FORMS tab

      • Complete the  Application for Inspection Mechanic Certification (VN-201)
