In concert with other State jurisdictions, the Vermont Department of Motor Vehicles now evaluates all out-of-state transactions based on your own home state's laws, regulations, and policies. To that end, the department will not process registration transactions until the vehicle's owner establishes a legitimate connection to the State of Vermont.
What do I do if I do NOT have a Vermont Driver's License?
If you do not have a Vermont Driver's License and you wish to register a vehicle in Vermont using a non-Vermont address, you must complete the following steps -
- Complete the Vermont Registration, Tax & Title application (VD-119)
- Complete the Out-of-State Registration Certification form (VN-102)
If required -
- Complete the Vehicle Power of Attorney if necessary (VN-101)
- Have the Vehicle Identification Number (VIN) verified using the Verification of VIN form (VT-010)
All forms must include a physical address.
No titles branded EXPORT ONLY will be registered/titled in Vermont.
