DMV to Institute an EV User Fee and Changes to Title Law as Mandated by the Vermont State Legislature
Montpelier, Vt. – The Vermont Department of Motor Vehicles (DMV) will be instituting two significant changes later this year due to legislative action taken during the past session: All vehicle registrations with ownership changes will receive a Vermont title regardless of the vehicle model year, and owners of electric vehicles registered in Vermont will pay an annual user fee.
The change to title law is in Act No. 165 of 2024, Section 26-30, which states that when a vehicle is sold to a new owner, a title will be issued to the new owner when the vehicle is registered. All vehicles that are currently exempt from obtaining a title remain exempt, and no action is required. The change takes effect on July 1, 2024.
The new EV Infrastructure fee for battery electric vehicles (EVs) and plug-in electric hybrid vehicles (PHEVs) is in Act No. 148 of 2024, Section 36-39. An outreach campaign is ordered in the Act and will begin by October 1, 2024, with the additional EV Infrastructure fee being required as of January 1, 2025. Renewal notices will include the additional fee. This is a temporary funding measure that will remain in effect until a mileage-based fee is developed and approved by the Legislature.
The additional EV Infrastructure fee for EVs will be $89 for a one-year registration and $163 for two years. For PHEVs, the fees will be $44.50 for a one-year registration and $89 for two years. These fees are in addition to the current annual vehicle registration fee.
"Owners of electric vehicles in Vermont will begin paying an annual user fee to create a fair and sustainable funding model for our transportation infrastructure given the fact that the State does not collect gas tax revenue from EV owners," said DMV Commissioner Wanda Minoli.
