Motorcycle Rider Education Program (VREP)

The Vermont Rider Education Program was established in 1990 to offer motorcycle rider training to anyone who wishes to enjoy the sport of motorcycling. The program offers instructional courses to make motorcycling safer and more enjoyable. Motorcycle riding is a popular form of recreation and transportation for thousands of residents throughout Vermont.

Course Descriptions

Basic Rider Course

This two-wheeled motorcycle training course is for novice riders, those with limited riding experience, and riders who haven't ridden for a few years. It teaches the basic skills needed to operate a two-wheeled motorcycle in traffic. Training includes a five-hour (5) online Basic eCourse and twelve (12) on-motorcycle riding exercises. Motorcycles are provided to individuals attending this course.

Some training locations have limited scooters available for those who have decided to ride a scooter. The scooters have an automatic transmission, so shifting is not required. If you decide to take a course using a scooter, you will need to check the box next to “I wish to take the course using a Program Scooter.” A scooter will NOT be available for your selected course if that option is not offered.

Students successfully completing a Basic Rider Course conducted by the VT Rider Education Program will be exempt from taking the Vermont motorcycle written and skill examinations to obtain a motorcycle endorsement.

Intermediate Rider Course - License Waiver

This one-day two-wheel motorcycle course is designed for riders who:

  • have completed the Basic RiderCourse during the past 24 months and wish more practice time on the motorcycle or
  • have been riding on a permit for a time and wish to earn a motorcycle endorsement or
  • have a motorcycle endorsement but have not been riding for some time and wish to renew/refresh their basic skills

The course includes a two-hour online Street Strategies eCourse, riding exercises, and discussions on motorcycle safety. The exercises help riders hone their motorcycle skills, including emergency braking, swerving, proper cornering techniques, and slow-speed maneuvers. Motorcycles are provided to individuals attending this course.

Students who successfully complete this License Waiver Course conducted by the VT Rider Education Program will be exempt from taking the Vermont motorcycle written and skill examinations to obtain a motorcycle endorsement.

Advanced Rider Course

This one-day course complements your basic skills and helps with personal risk assessment. It includes a fast-paced classroom segment with fun interactive activities to improve perception and hazard awareness. Range exercises enhance both basic operating skills and crash-avoidance skills. Improving your braking and cornering finesse is emphasized. The course is beneficial for riders on any type of 2-wheel street motorcycle.

3 Wheel Basic Rider Course

This three-wheeled motorcycle training course is for novice riders, those with limited riding experience, and riders who haven't ridden for a few years. It teaches the basic skills needed to operate a three-wheeled motorcycle in traffic. Training includes a five-hour online Basic eCourse and 10 on-motorcycle riding exercises. Motorcycles are provided to individuals attending this course.

Students successfully completing a Basic Rider Course conducted by the VT Rider Education Program will be exempt from taking the Vermont motorcycle written and skill examinations to obtain a three-wheel motorcycle endorsement.

FAQs.

Does Vermont DMV accept the Motorcycle Safety Foundation Basic Rider Course completion card from another state?

Yes, Vermont will accept a Motorcycle Safety Foundation Basic Rider Course completion card as a waiver of the motorcycle skills test. An individual will still need to pass the Vermont motorcycle knowledge test, which can be completed online before adding a motorcycle endorsement to their driver's license.

I have a motorcycle permit. Will I be required to pass the Basic Rider Course written test to pass the course?

Yes, the Vermont Rider Education Program and the Motorcycle Safety Foundation require students to pass the Basic Rider Course written and skill tests to successfully complete the course.

Can I use my own motorcycle when taking the Basic Rider Course?

You must use a program motorcycle when participating in a BRC. If you wish to take a motorcycle-training course using your own motorcycle please enroll in an Experienced Rider Skills Plus or Experienced Rider License Waiver Course.

What is the Vermont Rider Education Program Scooter Basic Rider Course?

The Scooter Basic Rider Course is for individuals who have decided to ride a scooter. This course, containing a combination of riding exercises and classroom time, teaches the basic skills needed to operate a scooter in traffic. Students successfully completing this course will be exempt from taking the state-required motorcycle written test and skill exam. 

A motorcycle endorsement is required to operate a scooter in Vermont.

Yes, the Vermont Rider Education Program and the Motorcycle Safety Foundation require students to pass the Scooter Basic Rider Course written and skill tests to successfully complete the course.

Do I get my motorcycle endorsement if I pass an Experienced Rider License Waiver Course?

Students successfully completing the Experienced Rider License Waiver Course will have the motorcycle endorsement added to their Vermont driver’s license without further testing.

Do I need a motorcycle to take an Experienced Rider License Wavier or Skills Plus Course?

Experienced Rider License Waiver Course

  • Students may bring their own street legal motorcycle.  Motorcycles must be currently registered, inspected, insured and in good mechanical condition.  Students not wishing to use their own motorcycle may use a program motorcycle for an additional fee.
  • If you are using your own motorcycle you will be required to show the instructors a valid registration certificate and a valid insurance card prior to the start of the course.   If the motorcycle you are using for the course does not belong to you, then you will be required to show written permission, from the owner, to use the motorcycle during the course.

Experienced Rider Skills Plus Course

  • You must have a street legal motorcycle that is currently registered, inspected and insured to take either course.  You will be required to show the instructors a valid registration certificate and a valid insurance card prior to the start of the course.  If the motorcycle you are using for the course does not belong to you, then you will be required to show written permission, from the owner, to use the motorcycle during the course.
What are the requirements to enroll in a Vermont Rider Education Program ERC course?

Students enrolling in an Experienced Rider License Waiver Course must have a valid driver’s license and a valid motorcycle permit. Students enrolling in an Experienced Rider Skills Plus Course must have a valid driver’s license endorsed for motorcycle operation.

Do I need a motorcycle to take the Intermediate Rider Course?

Motorcycles are provided for students taking an IRC.

What are the requirements to enroll in a Vermont Rider Education Program IRC course?

Individuals enrolling in an Intermediate Rider Course must have completed an entire Basic Rider Course during the past twelve (12) months.

What is the Vermont Rider Education Program Intermediate Rider Course?

The Intermediate Rider Course is a one-day motorcycle-training course designed for students who have completed the Basic Rider Course and wish more range practice time on the motorcycle. Emphasis is placed on the skill needs of the student. Students successfully completing this course will be exempt from taking the state required motorcycle skill exam.

Do I get my motorcycle endorsement if I pass the Basic or Intermediate Rider Course?

Students successfully completing the Rider Course will have the motorcycle endorsement added to their Vermont driver’s license without further testing.

Can I use my own motorcycle when taking a Basic or Intermediate Rider Course?

No, You must use a program motorcycle. If you wish to take a motorcycle-training course using your own motorcycle please enroll in an Experienced Rider Skills Plus or Experienced Rider License Waiver Course.
