All-Surface Vehicles are defined as (23 V.S.A. § 4) -

23 V.S.A. § 3304 defines motorboat classes as follows

Motorboats shall be divided into four classes as follows:

• Class A - Less than 16 feet in length.
• Class 1 - 16 feet or over and less than 26 feet in length.
• Class 2 - 26 feet or over and less than 40 feet in length.
• Class 3 - 40 feet or over.

Vehicle Registration Fees

Where applicable, the fees below include a $2.00 Clean Air Fund Fee.

All-Terrain & All-Surface Vehicles

The first All-Terrain or All-Surface Vehicle registration in Vermont is subject to the Purchase & Use Tax unless exempted.

Motorboats

The first registration or validation of a vessel/personal watercraft (Jet-ski)/shuttlecraft in Vermont is subject to the Sales & Use Tax unless:

Vermont titles vehicles (including Motorboats, ASVs, ATVs, and snowmobiles) that are 15 years old or newer based on the calendar year. For example, from January 1, 2024, through December 31, 2024, Vermont will title vehicles (including Motorboats, ATVs, and snowmobiles) with the model year 2010 or newer.​
