Enforcement & Safety

The Enforcement and Safety Division comprises sworn law enforcement officers and non-sworn civilian staff. It has three sections: the Commercial Vehicle Enforcement Section, the Investigative Section, and the Administrative Support Section. These sections are responsible for various functions, including highway safety, investigating fraud/violations, driver training programs, law enforcement, and more. Office of the Director

Division Director: Wade Cochran

The Enforcement and Safety Division comprises sworn law enforcement officers and non-sworn civilian staff. The Division has three sections: the Commercial Vehicle Enforcement Section, the Investigative Section, and the Administrative Support Section. Below is an overview of the function of each of the respective sections.

Commercial Vehicle Enforcement Section

Motor Vehicle Safety Chief: Captain Gene Cote

Throughout Vermont, trained officers inspect commercial vehicles and their drivers for compliance with state and federal motor carrier safety regulations. Inspections are conducted at interstate weigh stations and along many of the state’s frequently traveled rural roadways. 

Investigative Section

Chief Inspector: Captain Scott Davidson

This section comprises Sworn and Non-Sworn Investigators and the Education & Safety Unit.

The primary focus of the Investigative Unit is to regulate, monitor, and investigate illegal or questionable activities relating to licensing registration and title fraud, dealer and inspection regulations, and general law enforcement support services. The Education & Safety Unit primarily regulates, licenses, and monitors commercial driver training schools, third-party testing programs, training and licensing School Bus Driver Training Instructors, and Pupil Transportation Safety laws and issues. In addition, this section is responsible for researching and analyzing many other highway safety-related issues.

Administrative Support Section

Administrative Coordinator: Patrick McManamon

The Administrative Support Section is responsible for support functions, including dealer licensing, inspection station licensing, mechanic certifications, abandoned vehicles, Vermont Rider Education Program (VREP) information, and the Federal Motor Carrier Safety Administration (FMCSA/MCSAP), which consists of Driver/Vehicle Inspection Reports for motor carriers. The Administrative Support Section supports all units within the Enforcement & Safety Division.
